Adopt a No-New-Revenue Tax Rate for FY2027

El Paso families are facing increasing financial pressure. Grocery prices remain high, gasoline costs fluctuate, and many homeowners recently experienced significantly higher electric bills. At a time when household budgets are already stretched, City Council should adopt the No-New- Revenue (NNR) property tax rate rather than increase the tax burden on homeowners.

Based on the FY2027 Preliminary Budget and the certified tax roll, adopting the proposed tax rate instead of the No-New-Revenue rate would generate approximately $20.3 million in additional recurring property tax revenue. Rather than asking taxpayers to pay more, the City can eliminate this burden by delaying or reducing selected non-public-safety expenditures while preserving police, fire, and other essential services.
